Although you said you wanted offline only, I strongly suggest considering using Wordpress. You can upload Wordpress for free to your host as long as it meets simple requirements (PHP/MySQL). You will have much better results with Wordpress as it is easily customized with wonderful free themes and plugins to add aditional functionality that would take you years to code by hand.
If you insist on a program to build you a simple site of static pages, I suggest you try Nvu.
