Website builder

First of all I am not even capable of this, I am asking this for my friend and her husband. #1 – Her husband just started his own construction and is thinking of getting a very simple brief webpage, as the company is new and there is not much to say at this time. #2 – Now my friend has a rather different idea. She has been searching all those ‘on-line record check companies’ that find out phone stuff, civil & criminal records, DMV, marriage, and I have no idea what else but she said there is alot. She wants to pay for a longtime membership and then incorporate it, obviously in a different manner, into her own website.
Now I told them I think her husband could do it himself but she would be better off hiring someone. Question: anybody know the best do it yourself website for the best price in the construction business type of websites and anybody know either the same ? for my girlfriends idea for a business on the record check or does anyone know what website builder could build her a site for the best deal.
